Social insurance and human rights came into contact at a late stage in history. Both of them are creatures of European-American modern age. That, however, is only true of social insurance and human rights as we know them today, where social insurance is a specific instrument by which to achieve social security, and human rights are written normative statements regarding the relationship between a human being and the state and society.
